Phase III: Evaluation Utilization

The utilization phase of the Systems Evaluation Protocol represents the fulfillment of the objectives and motivations that bring a program to the evaluation process in the first place. In systems terms, it is most clearly the “feedback” component of evaluation. During the utilization phase, the working group will use the results of their evaluation work to reflect on and learn what the evaluation tells them about the program and do things like make important changes to their program, report to stakeholders, inform other program planners and promote their program among potential new participants. Utilization is the third arc in the three part cycle of planning, implementation and utilization. It is the last phase in an evaluation cycle, but it is also essential in preparation for the next round of planning and implementation. Therefore, another essential part of utilization is reflecting on the evaluation process itself so that previous experience can inform future evaluations.
